David Weiner Regional vice-president, United States Export Development Canada David Weiner

EDC appointed David Weiner its Regional Vice President, United States, in September 2023. Based in our Dallas hub, Mr. Weiner heads a US team with offices in Dallas, Chicago, and Atlanta.

Mr. Weiner was previously served as Québec’s Delegate to the southeastern U.S. and headed the Québec Delegation in Atlanta from 2020-2023. During his tenure, Mr. Weiner and his team helped significantly expand Québec exports to the southeast and forged deeper political and cultural ties with the region.

From 1991-2020, Mr. Weiner was a career diplomat with Global Affairs Canada and served on assignments to 7 cities. Most recently, Mr. Weiner was Consul and Senior Trade Commis-sioner at the Consulate General of Canada in Atlanta where he and his team successfully attracted several major investments to Canada including a $500 million expansion of UPS’ Canadi-an footprint, Coca-Cola’s new $150 million Fairlife milk plant, and Chick-fil-A’s expansion into the Canadian market.

From 2013-2017, Mr. Weiner was Senior Trade Commissioner at the Canadian Consulate General in Dallas, where he earned the Professional Association of Foreign Service Officers Award for “having achieved outstanding commercial successes for Canada.” Mr. Weiner received recognition for strengthening the performance of his team, which ranked 3rd globally for business successes and earned a 100% client satisfaction ranking in 2017.  While in Dallas, Mr. Weiner brought several new investment projects to Canada including a $450 million expansion of Bell Helicopter’s Canadian facilities. Prior to Dallas, Mr. Weiner served in Detroit where he worked on the Government of Canada’s rescue package for GM and Chrysler in 2009.  He played an instrumental role on several FDI successes including a $716 million expansion of Ford’s Oakville, Ontario plant and the establishment of GE Aviation’s $61 million global robotics R&D centre in Bromont, Québec.

Mr. Weiner also served on assignments to the Canadian Embassies in Washington, Brasilia, and Berlin and opened a Consulate in Philadelphia. He has an extensive background in international business development and trade policy.  Before joining the Foreign Service, Mr. Weiner held international marketing positions in the pharmaceutical industry.
