Disclosure

 

Canada Account is used to support export transactions which we are unable to support, but which are determined by the Minister for International Trade to be in Canada's national interest. This is usually due to a combination of risks, including the size of the transaction, market risks, EDC's country capacity, borrower risks, and/or the financing conditions.

We negotiate, execute and administer these transactions on the same basis as corporate account activities but the risks are assumed by the Federal government. Before we enter into a Canada Account transaction, we require authorization from the Minister for International Trade, with the concurrence of the Minister of Finance. Transactions exceeding $50 million or those of a sensitive nature are, in practice, approved by Cabinet. 

The Canada Emergency Business Account (CEBA) was launched by the Government of Canada to ensure that small businesses have access to the capital they need to see them through the challenges caused by COVID-19. This program is being delivered by qualified Canadian financial institutions with funding provided to them via the Canada Account, which is administered by Export Development Canada (EDC). * When this transaction was originally published, it indicated an inaccurate dollar range as a result of an underwriting system error that has since been rectified. The disclosure was corrected to “7.5 billion - <7.75 billion” on July 20, 2022, from 3.75 billion - <4 billion. The disclosure reflects the Canada TMP Finance Ltd. Construction Loan Facility increase from $4.0 billion to $11.6 billion in the CDEV 2020 Corporate Plan.

** This transaction follows the August 16, 2019 statement of intention by the Government of Canada to provide a repayable loan of up to $650 million.
